I am on the stage where i need to learn the truth from dayna vallen. I'm on one of the last steps of this quest, where i have to place all three amulet fragments on the pedestal.

The one thought i had was perhaps the notice board quest that sent me to reachwater rock to slay undead was somehow disallowing forbidden legend from starting. The marker arrow leads me into the blue palace and then down into basement.

Ops i put forbidden notes should of been legends. This quest can begin by finding and reading a copy of lost legends, or the ancient edict in reachwater rock, or simply finding daynas valen's abandoned camp and reading his notes.

After i got the amulets on the table, nothing happened, saved, quit, then loaded. This quest stage only appears if the dragonborn finds the ancient edict first.

The quest will then start and proceed from quest stage 30. If you stumble upon this bug, the only solution is to find daynas valen in folgunthur and read his notes.

Forbidden legend is not a college quest technically, even though you must join the college to complete it, therefore it cannot be classed as one. After killing the first two and they successfully teleport themselves back up to the top there.

All the markers are checked, i got all the fragments, but no new direction to go to. Do not clear this dungeon before you start this quest.

I Went To The Beginning, Looted And Read The Book And That Did Not Work.

I Don't Recommend Using The Console To Progress The Quest Unless You've Exhausted Every Other Possibility.
